As Mayor of Mandeville, my main concern is preserving our past and ensuring that the next generation will enjoy the quality of life we have cherished for years. At this time, a piece of our history is currently under consideration for new development. The property known as “Pre-Stressed” was the site where concrete spans were constructed for the Lake Pontchartrain Causeway Bridge in the ’50 and ‘60’s. It is located next to the Causeway Bridge and is an undeveloped site currently zoned “Planned District” under the City’s Zoning regulations. A Master Plan has been submitted by the owner to develop this site as a Traditional Neighborhood Development (TND). This application is required to be approved by Ordinance of the City Council.
The City Council introduced Ord. 15-17 at their meeting on July 9, 2015 and referred it to the Planning and Zoning Commission. The Planning Commission has been holding public hearings on the application and will review and evaluate all plans and documents submitted based on the City’s adopted Comprehensive Plan and requirements outlined in the CLURO. This includes review of the Planned District and Conditional Use Permit review and evaluation criteria, the Traditional Neighborhood Development (TND) regulations, Traffic Impact Analysis Criteria and all other applicable requirements in the CLURO. I join with our citizens in concern for the density of this project which must be matched up with acceptable traffic levels. As stated, all of this is currently under review and carefully being studied.
The Planning & Zoning Commission will make a recommendation to the City Council regarding Ord. 15-17 on the Conditional Use Permits and Planned District Zoning of the proposed Port Marigny TND Development. The City Council, in turn, will then hold public hearings on the Ordinance and vote.
